Victorias City Mayor Javier Miguel Benitez signed a memorandum of agreement on the Carabao-based Business Improvement Network (CBIN) together with the OIC of the Provincial Veterinary Office Placida Lemana, San Antonio Farmers Multi-Purpose Cooperative Center Chairman Renato Demingoy, Vice Chairman Diosdado Magallanes, Office of Committee on Agriculture chaired by Sen. Cynthia Villar Representative Arjay Venus, Center Director of PCC at LCSF Eva Rom, and City Veterinarian John Michael Cabuguason.

CBIN is a 10 million worth project which includes 64 dairy carabaos, trainings and capacity development, and establishment of the Dairy Box, an outlet and milk processing center.

15 gilts for swine genetic improvement, 10 dairy carabaos, and 550 ducklings of Itik Pinas for balut production were given to the recipients of the Livestock Dispersal Program.

In addition, Victorias Dairy (ViDa Milk) was officially launched. This is a project of the Philippine Carabao Center – Victorias City and the San Antonio Farmers Multi-Purpose Cooperative Center.

Furthermore, the MOA signing was also graced by Victorias City Vice Mayor Abelardo Bantug III, Eden Tio from the Department of Agriculture at La Carlota Stock Farm, Assistant for the Department of Agriculture Provincial Coordinating Office Welsie Deimos, Provincial Veterinary Office Livestock Services Division Chief Atty. Joselito Jaballa, SP Committee Chair on Agriculture Councilor Deilen Hofileña, Vice Chair Councilor Dino Acuña, City Councilors Derek Palanca, Teresita Bartolome, Hermie Millan, Warlito Undar, Dexter Senido, Danilo De Asis Jr., Virginia Adorio, Audie Malaga, and Richard Julius Sablan, Victorias City Cooperative and Livelihood OIC Leni Lacuesta, and Victorias Commercial Center Market Supervisor Ludaisy Fernandez.
