Barangay XIV was created under Presidential Decree No. 86 issued by Former President Ferdinand E. Marcos on December 31, 1972
It is located 4Kms away from the city hall. It is classified as one of the rural barangays composed of 13 haciendas.
It has a total land area of 603.32 hectares. Majority of the land is classified as agricultural.
The barangay is bounded in the north by the Municipality of Manapla, in the south by Barangay XII, in the east by Brgy X and in the west by barangays XXI, V & VII.
Based on the 2020 PSA Census, the barangay has a projected population of 4,610. It will reach 4,665 by year 2030 basing on the annual growth rate of the city of 0.20%. Population Density is placed at 7.6 persons per hectare. Registered voters in the recent 2023 barangay election were 3,619.
Generally, the residents speak Ilonggo and dominant religion is Roman Catholic.
The Barangay Site is located at Hacienda Estrella. The lot is under the City Government of Victorias.
The Barangay Health Center located at Hda. Los Angeles, soon to be transferred at the barangay site manned by a midwife and assisted by 1 Barangay Nutrition Scholar and 38 Barangay Health Workers. The (4) Day Care Center is manned by one (4) Child Development Worker.
The Barangay has one (1) public elementary school, the Santiago Franco Memorial Elementary School located at Hacienda Marilou and one (1) public secondary school, the Negros Occidental National Science High School. A tertiary school the Negros State College of Agriculture (NESCA) Victorias Campus now named Central Philippines State University is also present in the barangay.
A 3 hectares housing project known as the Core House located at Hacienda Estrella, was established by the City Government of Victorias to relocate squatters living on the danger zone such as riverbank and along roadsides.
Majority of the land is agricultural. Farming is the number one source of livelihood of the people in the barangay. There is one poultry farm owned by Mr. Rodney Jabatan located at Hacienda Estrella.
The people’s cemetery is also located in the barangay. It was established during the administration of the former Mayor Remedios P. Bantug likewise the “Negros State College of Agriculture, Victorias Campus” was established during the term of Former Mayor Severo A. Palanca
Water supply is served by Victorias Water District at Hda. Los Angeles based on their records, about 80% of the houses have water connections. Some areas especially in the far-flung area of the barangay uses shallow wells or deepwells as source of potable water supply.
Power supply is served by NONECO. Almost of the houses in the barangay have power connections.
The barangay is very accessible to all kinds of transportation vehicles. Tricycle is the means of transportation of the residents.
