The City Government of Victorias, through the its City Social Welfare and Development Office (CSWDO), empowered its Child Development Workers (CDWs) through a Capability Building and Program Implementation Review held at Juana Highland, Murcia on May 22–23, 2025.

The two-day activity aimed to strengthen the implementation of the Early Childhood Care and Development (ECCD) program while fostering deeper commitment and improved interpersonal relationships among CDWs.

Participants reviewed the ECCD framework that covered RA 10410, its vision and mission, relevant laws and policies, and the National Early Learning Curriculum (NELC).

A SWOT analysis was conducted to assess the strengths, weaknesses, opportunities, and threats of the current program implementation and to identify areas for improvement.

An open forum provided a platform for CDWs to raise and clarify pressing issues and concerns encountered in their respective centers.

The CDWs who had rendered at least five years of service were awarded Loyalty Certificates while others received Special Awards for exemplary and excellent performance.

Fun games were also organized to promote unity, camaraderie, stress relief, and active engagement among all participants.

During the action planning session, CDWs formulated specific programs, activities, and strategies to achieve ECCD goals more effectively.

The activity enhanced the knowledge and skills of CDWs, enabling them to review ECCD-related programs and services and identify challenges, concerns, and opportunities for improvement in their field. *
