Groundbreaking Of Upcoming City Developments

Victorias City Mayor Javier Miguel Benitez led the groundbreaking ceremonies for four new developments in Victorias City, including a soon-to-rise tourist attraction at Barangay Gawahon and several key projects under the Sidlak Victorias Global City (SVGC) initiative: the Sidlak Land Development, the Sidlak Residential Complex, and the Victorias City New Government Center, held on April 25.


Sidlak Victorias Global City (SVGC) will soon rise at Hacienda Loreto, Barangay XIII, and will host the Victorias City New Government Center (NGC) — a three-storey structure designed to meet the growing need for an efficient, modern, and environmentally sustainable government facility.


Mayor Javi explained that he saw the need for a new government center, as the longevity of the current city hall has led to increasing maintenance challenges.


He also underscored the need for a larger and more conducive working space in light of the increasing number of city employees.


Upon completion of the NGC, the present City Hall will be transformed into a component museum through the City’s partnership with the National Museum of the Philippines.


Meanwhile, the Sidlak Residential Complex marks Victorias City's first vertical housing project under the national government's Pambansang Pabahay Para sa Pilipino (4PH) Program, which aims to address challenges in the housing sector.


The complex will feature amenities such as a clubhouse, swimming pool, parking areas, a commercial zone, and a playground.


The City Government partnered with Sherman Construction Consolidated Inc. (SCCI) through a joint venture agreement to deliver a sustainable and affordable housing community at no cost to the City.

This reaffirms the City’s commitment to providing housing solutions for low- to middle-income families.


The development of SVGC also includes the construction of road networks and drainage systems to ensure accessibility and mitigate flooding in the area.


In his message, Mayor Javi shared that part of the SVGC master plan is to create a 100% walkable and bikeable environment, promoting sustainable and safe transportation options for residents.


He also shared that there are already 1,300 raw applicants for the Sidlak Residential Complex, including government employees, teachers, uniformed personnel, and private individuals.


Additionally, the Sidlak Land Development will incorporate underground cabling to eliminate the dangers and visual obstruction caused by overhead power lines.


The ceremonies were graced by DHSUD Region VI Director Eva Maria Marfil, who congratulated Victorias City for its visionary initiatives, and Atty. Lovella Albina, Department Manager of PAG-IBIG Fund Bacolod Housing Business Center, who thanked the City for choosing PAG-IBIG Fund as the financing partner for the housing project.


Mayor Javi presented the significance of the projects and showcased perspective videos of all three major developments.


The groundbreaking for SVGC was witnessed by officials and representatives from TESDA, DHSUD, SCCI, NHA, PAG-IBIG Cadiz and Bacolod Branches, VCWD, PENRO, CENRO, NONECO, PCUP, Victorias PNP and BFP, DepEd Schools Division of Victorias, VMC, and project contractors MKU Construction and Supply, Sherman Construction Consolidated Inc., and Wilkinson Construction.


Representatives from the 3rd District LGUs also attended, including Mayor Victor Gerardo Rojas of Municipality of Murcia, and Atty. Saviya Basille Albestor and Engr. Jessil Casilagan of EB Magalona.

Earlier that day, Mayor Javi also led the groundbreaking ceremony for a new tourism attraction at Gawahon, Barangay XI.


Mayor Javi clarified that the government will not fund the construction of the new tourism attraction, as the land was personally donated by his family.


He added that the City is actively seeking partnerships with private organizations to support the project.


Victorias City officials, department heads, and Lin-ay sang Negros 2025 Jada Biaxyl Celeste were present during all four groundbreaking ceremonies.
